The Bipartisan Policy Center — a Washington, DC-based think tank that combines the best ideas from both parties to promote a better future for all Americans — notes that “there are numerous contributing factors, including COVID-related closures and staffing issues, outdated infrastructure, and regulatory issues, to name a few. Some factors are transitory and have already begun to be resolved. Others are more deep-seated and, if unaddressed, could threaten American competitiveness for many years.”
